2026 IEEE女工程师领导力峰会(IEEE WIE ILS 2026)由IEEE中国联合会、IEEE WIE北京分会、IEEE中国代表处主办,世界青年科学家联合会女科学家工作委员会指导。本届峰会汇聚IEEE领袖、技术CXO、科研专家、青年工程师等200余位各界精英,围绕具身智能创新、女性领导力突破、可持续工程实践等核心议题,设置主旨演讲、圆桌论坛、参观工坊等多元环节,旨在打破技术与性别壁垒,赋能女性工程师在前沿科技领域实现价值跃升,共筑全球工程创新与性别平等的新未来。

张曼,北京邮电大学教授,主要研究方向为人工智能、计算机视觉和模式识别,她曾主持国家自然科学基金面上项目、国家重点研发计划课题等多项国家级和省部级科研项目的研发工作,在人工智能领域知名期刊和会议上发表共50余篇论文。
张曼教授曾荣获“首都最美巾帼奋斗者”、“北京市三八红旗奖章”、“北京科技新星”等多项荣誉。目前担任IEEE女性工程师北京分会主席、中华全国青年联合会教育界别秘书长及委员、中国图象图形学学会女科技工作者委员会秘书长等职务。
Prof. Man Zhang’s research interest includes Artificial Intelligence, Computer Vision and Pattern Recognition. She has led the research and development of numerous national and provincial-level research projects under the National Key R & D Program, General Program of the National Natural Science Foundation of China and so on. She has published over 50 papers in well-known journals and conferences in the field of AI.
Prof. Man Zhang has been honored with awards such as the Capital’s Most Beautiful Striving Woman, the Beijing March 8th Red Banner Award, the Beijing Science and Technology Rising Star and so on. She currently holds positions such as Chair of IEEE Women in Engineering Beijing Affinite Group, Committee Member and Secretary-General of the Education Sector of the All-China Youth Federation, SecretaryGeneral of the Women in Science and Technology Committee of the Chinese Society of Image and Graphics.

Dr. Don Tan is the 2026 IEEE Vice President and Chair of the Technical Activities Board. He is a member of the U.S. National Academy of Engineering (NAE), an IEEE Fellow, and a CSEE Fellow. He received his Ph.D. from the California Institute of Technology. He has held positions such as Distinguished Engineer, Research Scientist, Principal Engineer (Power Conversion), Project Leader, Senior Department Manager, and Center Director at a top Fortune 500 company in the United States.

Takako Hashimoto,IEEE 2025-2026第十区主席。Takako Hashimoto 毕业于日本御茶水女子大学,获得筑波大学系统与信息工程研究生院计算机科学博士学位。她曾在日本理光软件研发中心工作,并于2009年4月成为千叶商科大学副教授。2015年,她在加州大学洛杉矶分校担任访问学者。她现任千叶商科大学商业与经济学院副院长、教授,专注于数据挖掘研究和社交媒体分析,特别是从数百万条与灾害和COVID-19大流行相关的推文中提取主题。她曾担任日本数据库学会的董事会成员,东京大学研究员,日本情报处理学会会士,同时也是2019年 IEEE MGA Larry K. Wilson Transnational 奖获得者。
Takako Hashimoto is the IEEE Region 10 Director (2025–2026). She graduated from the Ochanomizu University in Japan and received a Ph.D. in computer science from the Graduate School of Systems and Information Engineering, University of Tsukuba. She worked at the Software R&D Center of Ricoh Co. Ltd., Japan, and in April 2009, became Associate Professor of Chiba University of Commerce. In 2015, she stayed at University of California, Los Angeles as a visiting researcher. She is currently the Vice President and Professor of the Faculty of Commerce and Economics at Chiba University of Commerce. She has focused on data mining research and social media analysis, especially topic extraction from millions of tweets related to disasters and the COVID-19 pandemic. She served as a Board Member of the Database Society of Japan, Research Fellow of the University of Tokyo, and Fellow of Information Processing Society of Japan. She is a recipient of the 2019 MGA Larry K. Wilson Transnational Award.

董晶,中国科学院自动化所研究员、博士生导师,CSIG/CCF/IEEE 高级会员, CAAI 杰出会员,中国科学院青年创新促进会会员,国家高层次青年人才计划入选者,目前担任中国图像图形学会(CSIG)理事、秘书长、女工委副主任,IEEE亚太区执委、奖励委员会主席、IEEE信号处理协会全球成员发展主席。主要从事人工智能安全与对抗、计算机视觉、多媒体内容取证等前沿方向的技术研究,她先后以课题(子课题)负责人承担了4项国家自然科学基金、3项国家重点研发课题、1项工信部国家重大专项子项及20余项省部级科研项目(课题)。已在国际权威期刊及学术会议上发表学术论文100余篇,已授权30项发明专利含3项美国专利。她曾获4次最佳(优秀)论文奖、2016年度 IBM 学院奖、2019年度中国人工智能学会杰出贡献奖、2020年度 CSIG 石青云女科学家奖、2021年度北京青年优秀科技论文奖、2021年度 CSIG 科技奖二等奖、2021年度吴文俊人工智能科学技术奖(技术进步科普类)、2022年度中国发明协会创业创新奖一等奖、2022年度国家广电总局 MediaAIAC 大赛深度合成技术应用类一等奖、2023年度吴文俊人工智能科学技术奖技术发明一等奖、2024全国大数据与计算智能挑战赛一等奖以及2025(第二届)“金灵光杯”中国互联网创新大赛总决赛金奖。
Dong Jing, Ph.D., researcher, doctoral supervisor, CSIG/CCF/IEEE senior member, Distinguished member of CAAI, member of the Youth Innovation Promotion Association of the Chinese Academy of Sciences, and candidate of the National High level Youth Talent Program. Currently, he serves as the director, deputy secretary-general, secretary-general of the Women's Working Committee of the Chinese Society of Graphic Graphics (CSIG), executive member of IEEE Asia Pacific, chairman of the Award Committee, and chairman of the development of global members of IEEE Signal Processing Association. She is mainly engaged in technological research in cutting-edge fields such as artificial intelligence security and adversarial, computer vision, and multimedia content forensics. She has undertaken four National Natural Science Foundation projects, three national key research and development projects, one national major project sub project of the Ministry of Industry and Information Technology, and more than 20 provincial and ministerial level scientific research projects as the project (sub project) leader. Published over 100 academic papers in international authoritative journals and conferences, and has been granted 30 Chinese patents, including 3 US patents. She has won four best (excellent) paper awards, 2016 IBM Academy Award, 2019 China Artificial Intelligence Society Outstanding Contribution Award, 2020 CSIG Shi Qingyun Female Scientist Award, 2021 Beijing Youth Outstanding Scientific and Technological Paper Award, 2021 CSIG Science and Technology Award Second Prize (ranking first), 2021 Wu Wenjun Artificial Intelligence Science and Technology Award (technology progress and popular science category), 2022 China Invention Association Entrepreneurship and Innovation Award First Prize (ranking first), 2022 SARFT MediaAIAC Competition Deep Synthesis Technology Application First Prize (ranking first), 2023 Wu Wenjun Artificial Intelligence Science and Technology Award (technology invention first prize, ranking second) and the first prize of the 2024 National Big Data and Computing Intelligence Challenge (ranking first).

Ning is the Senior Director of IEEE Asia Operations, and Chief Representative of IEEE China Office. In his current role, Ning leads IEEE’s business development staff in China, Japan and Singapore exploring Asia-Pacific opportunities. In addition, Ning is responsible for planning, organizing and managing IEEE activities in China; developing and fostering direct and ongoing relationships and exchanges with government, industry, and academic organizations; identifying and developing new opportunities in emerging markets; providing productive and positive visibility of IEEE to Chinese enterprises and other organizations; and promoting IEEE products and services.

Dr. Jessica Bian is a visionary leader and architect. She has spearheaded the electric power industry's reliability metrics and grid risk assessment. She is currently CTO at RAS Fusion. Before that, she was with Grid-X Partners, and the Federal Energy Regulatory Commission (FERC), Washington, DC. Previously, she was the Director of Performance Analysis at North American Electric Reliability Corporation (NERC) in Atlanta, Georgia. Under her leadership, a total of 18 industry-wide reliability indicators were established to determine grid reliability, adequacy, and associated risks. She is widely recognized as a pioneer and trusted world leader in the field. She is a Fellow of IEEE, and a member of US National Academy of Engineering. She served as the 2024-2025 Chair of IEEE Industry Engagement Committee. She was the 2022-2023 President of the IEEE Power & Energy Society (PES).

Pauline N. Kawamoto began her professional career as a software engineer at General Instrument and soon became an independent software consultant before pursuing advanced degrees in information engineering and system design technologies at Shinshu University in Nagano, Japan. Kawamoto joined the Faculty of Engineering at Shinshu University, Department of Information Engineering in 1996 and is now a professor there in the Engineering Core Division. She has been a member of IEEE for 33 years and is currently serving as the IEEE Region 10 Women in Engineering Committee Chair, representing North Asia.

邬霞,计算机学院教授、博士生导师,国家自然科学基金杰出青年基金、优秀青年基金、吴文俊人工智能自然科学一等奖、教育部自然科学二等奖、茅以升北京青年科技奖等获得者。主要研究方向为脑机接口与类脑算法等。近年来,主持承担国家自然科学基金重点项目、国家重点研发计划课题以及北京市自然科学基金重点项目等十余项,以第一/通讯作者在国内外重要学术期刊、会议发表论文百余篇。
Wu Xia is a Professor and Doctoral Supervisor at the School of Computer Science. She is the recipient of numerous prestigious honors, including the National Natural Science Foundation of China (NSFC) Outstanding Youth Fund, the Excellent Youth Fund, the Wu Wenjun Artificial Intelligence Natural Science Award (First Class), the Ministry of Education Natural Science Award (Second Class), and the Mao Yisheng Beijing Young Scientist Award, among others. Her primary research interests lie in brain-computer interfaces and neuromorphic computing algorithms. In recent years, she has led and undertaken more than ten major research projects, including Key Projects of the National Natural Science Foundation of China, sub-projects of the National Key Research and Development Program, and Key Projects of the Beijing Natural Science Foundation. She has published over one hundred papers as first author or corresponding author in leading domestic and international academic journals and conference proceedings.

马楠,教育部长江学者和青年北京学者,信息科学与技术学院副院长、博士生导师,教育部“智能感知与自主控制”工程研究中心副主任,国家重点研发计划项目负责人,国家级一流本科课程《智能交互技术》团队负责人。她担任中国人工智能学会副秘书长及教育工作委员会秘书长,是中国计算机学会(CCF)和中国图象图形学学会(CSIG)的杰出会员,北京市智能装备与机器人创新项目负责人,北京市朝阳区“凤凰计划”领军人才。研究方向包括交互认知、具身智能、自动驾驶和移动机器人,并担任国内外学术期刊的编委,以及CVPR等国际会议和期刊的审稿人,先后前往美国、英国、澳大利亚等国家进行访学研究。近年来,受邀担任多项国家级和省部级项目的评审专家。
Ma Nan is a Chang Jiang Scholar of the Ministry of Education and a Young Beijing Scholar, the vice dean of the School of Information Science and Technology, PhD Supervisor, the Deputy Director of Engineering Research Center of Intelligence Perception and Autonomous Control, Ministry of Education, the leader of National Key R&D Program, and the team leader of National First-class Undergraduate Courses "Intelligent Interaction Technology". She serves as the Deputy Secretary General of China Artificial Intelligence Society and the Secretary-General of its Education Working Committee. She is a CCF/CSIG Distinguished Membership, the head of the Beijing Intelligent Manufacturing and Robotics Innovation Project, leading talent of the "Phoenix Plan" in Chaoyang District of Beijing. Her research interests lie in interactive cognition, embodied AI, autonomous driving and mobile robot. She also serves as an editorial board member for domestic and international academic journals and as a reviewer for international conferences and journals, such as CVPR, etc. She has visited and studied in some countries such as the United States, the United Kingdom, and Australia as a visiting scholar. In recent years, she has been invited to serve as an expert in evaluating many national, provincial and ministerial projects.

Shanghang Zhang is an Assistant Professor at the School of Computer Science, Peking University. Shanghang received her Ph.D. from Carnegie Mellon University and conducted postdoctoral research at the University of California, Berkeley. Committed to research in embodied AI and multimodal large models, her works have been cited more than 28,000 times on Google Scholar. She was honored with the Best Paper Award at the AAAI 2021. She has authored the book "Deep Reinforcement Learning" published by Springer Nature, with over 300,000 global e-book downloads. Zhang has served as Associate editor for IEEE RA-L/MTAP and Senior program committee/AC for AAAI/NeurIPS/CoRL.
